
Foreign citizens can register as individual entrepreneurs in Armenia. For the in-person route, prepare your passport, a notarized Armenian translation and proof of the AMD 3,000 state duty payment. Registration can be completed immediately once the required information is accepted. Tax setup, banking and permission to stay in Armenia require separate attention.
For a freelancer, the useful question is how to get from registration to a business that can invoice a client, receive the money and account for it correctly. That means making several decisions before your first visit, especially about your activity classification and tax regime.
This guide follows that sequence. It covers the registration process and the decisions immediately around it; your exact tax treatment will depend on what you do and your circumstances.
Registering the business is only step one. Plan how your international income will actually reach you.

What individual entrepreneur status means
An individual entrepreneur, usually shortened to IE, is a person registered to conduct business in their own name. Armenian materials also use “sole proprietor” or “private entrepreneur.” The Armenian abbreviation is ԱՁ.
An IE does not create a separate legal person. Armenian law makes the entrepreneur responsible for business obligations with their property. It permits foreign citizens and stateless people with legal capacity to register, subject to legal restrictions. Certain activities need a license. Law on Individual Entrepreneur, Articles 1 and 6.
For someone selling their own services, this can be a structure worth considering. Before choosing it, think about the contracts you expect to sign. A project with substantial liability, business partners or outside investors deserves a discussion about whether an LLC would fit better.
Your registration structure also needs to work with your payment arrangements. The decisions to make before registering
Describe the work you will actually sell
Write a short description of your service before selecting an activity code. “I build websites for overseas businesses” is more useful than “I work online.” If you also provide advertising, consulting or training, list those services separately.
The official registration service uses the Classification of Economic Activities. The code can affect taxation and licensing, so choose it from the work described in your contracts. A low advertised tax rate is not a reason to select a code that does not match your work.
Give an accountant a sample contract or statement of work, expected annual revenue, client locations and a list of other activities. That gives them something concrete to assess before registration starts the tax-election clock.
Arrange an address you can accurately declare
The registration law records a foreign applicant’s registration or residential address and the address of their entrepreneurial activity. Prepare both sets of information. An overseas home address does not answer every business-address field. State registration law, Article 25.
If you intend to use a rented apartment, coworking space or address service, confirm that the arrangement permits this use and that the registry will accept the details. Check how you will receive correspondence and what happens if the arrangement ends. Paying for an address without understanding those terms can create problems after the certificate is issued.
Do not confuse a business address with population-register address registration, immigration residence status or tax residence. These are different administrative questions.
Check your bank requirements early
Contact prospective banks before registration if receiving international income is central to your plan. Describe your nationality, residence situation, service, payer countries and expected monthly transactions.
If you hold an Iranian passport, request guidance for your specific nationality and current residence situation. Ask whether an Armenian residence document is required for the bank’s review and which IE documents it expects. Registration eligibility and banking eligibility are separate; paying for registration does not secure a bank account.
Ask which account is appropriate for an Armenian IE with your profile, whether you must attend in person and which supporting documents the bank expects. Request the tariff for that exact customer category.
A provider’s willingness to discuss an application is not approval. Avoid committing to client payment instructions until the bank has opened the account and supplied the correct receiving details.
Documents and information to prepare
For an in-person foreign applicant, Hartak lists a passport with a notarized Armenian translation and the state duty receipt. After submission and activity selection, the extract can be emailed or provided in person on request. Hartak’s document checklist.

The table includes practical preparation items; it does not turn every item into a mandatory document for every office.

Have the translator preserve your name consistently. If your bank later uses a Latin-script beneficiary name, keep that spelling in your client instructions as well. Small differences can be difficult to explain when a payer compares the contract, invoice and bank account.
Save one folder containing originals, translations, receipts and the final extract. A second folder can hold contracts and payment records. This makes it easier to answer a registry correction request or bank question without sending unrelated documents.
How to register in person

Step 1 Prepare the passport translation
Arrange the notarized Armenian translation before the registration visit. Check whether your translator or notary needs the original passport and which pages must be included. Allow time for corrections if your name is transliterated incorrectly.
If you need language assistance at the registry, arrange it in advance. Understanding what you are signing is more useful than arriving with a translated passport but no way to check the application.
Step 2 Confirm the service location and payment method
The Ministry of Justice lists the State Register office at 49/3 Komitas Avenue, Yerevan, for in-person applications. Check the service information before travelling. Its guidance also describes payment through an on-site terminal. Ministry of Justice service information.
Hartak also links to electronic payment and publishes the treasury payment instructions. Use the current official instructions when paying, including the purpose of payment. Keep the receipt accessible on your phone and as a downloaded file.
Step 3 Check and sign the application
The registration law allows the agency employee to prepare the application from the information you provide, after which you sign it.
Before signing, review the spelling of your name, passport details, address, email and activity description. If a representative is handling the visit, ask them to send you the final submitted information along with the registration result.
Step 4 Obtain and check the registration extract
The extract identifies the registered entrepreneur. The official online service explains that the registration statement includes the state registration number and taxpayer identification number, or TIN.
Check the result immediately. Send the extract to your accountant with the registration date clearly identified. Do this even if your first invoice will be issued weeks later: the tax-regime election is tied to registration, not your preferred business launch date.
How much registration costs and how long it takes
The published in-person state duty is AMD 3,000. Hartak estimates 10–15 minutes for the application and lists immediate delivery. These figures describe the registry service once the application is ready. They exclude travel, queues, translation and subsequent tax or bank work. Official fee and timing.

A registration provider’s package price may cover only the filing. Ask for a written breakdown identifying who handles the tax election, account application and ongoing reports. The certificate alone does not show that these tasks are complete.
Avoid planning around a fixed dollar equivalent of the state duty. Pay the amount in Armenian dram shown in the official payment instructions; exchange rates and payment charges can change.

Can a foreigner register online or through a representative
Online registration exists and the official service lists it as free, with immediate completion. Access requires the supported identification and electronic-signature setup. The Ministry of Justice’s sole-proprietor service group says online services are available to Armenian citizens and foreign citizens recorded in Armenia’s State Population Register. A foreign passport alone should not be treated as sufficient online access. Official online service eligibility.

There is also a route through an authorized person. Article 27 provides for a power of attorney and a copy of the entrepreneur’s passport when an authorized person submits the application. For a power of attorney signed abroad, confirm translation and any authentication requirements for the issuing country before commissioning it. Rules for representative applications.
Treat remote registration and remote banking as separate questions. A representative who can file the registration may not be able to complete the bank’s identity checks for you. Ask the bank directly before paying for an “all remote” package.
PSN and TIN are different numbers
The Public Services Number, or PSN, is a 10-digit personal identifier. Hartak includes legally present foreigners among the people eligible for it. The Migration and Citizenship Service issues the PSN certificate; the published service is free. The TIN identifies the taxpayer. Your state registration number is another identifier. Keep all three clearly labelled rather than copying one number into every form.

Hartak’s short in-person IE checklist does not list a separate PSN certificate among its two document bullets. That does not establish that a PSN will be unnecessary throughout tax, digital-identity or banking setup. Confirm how your existing personal identifiers will be recorded, and arrange the PSN service if needed.
Electronic access has its own requirements. Choose the tax regime before the filing deadline
For a newly registered IE seeking an eligible special tax regime, the election generally must reach the tax authority by the 20th day following registration. Existing eligible businesses generally file their annual election by 20 February.
Registration does not automatically select the most favorable regime. Make the choice with your accountant before filing, then obtain the submitted declaration and electronic acknowledgment. An unsent draft or a promise to handle it is not filing evidence.

Armenia’s business tax reporting uses the SRC electronic filing portal. Arrange taxpayer access and the necessary signing authority early. If an accountant submits reports, agree how they are authorized, how you receive copies and how you retain control of access when the engagement ends.
Tax figures to understand before choosing
The turnover-tax eligibility framework uses an AMD 115 million turnover threshold; micro-entrepreneurship uses AMD 24 million. Activity exclusions and other conditions apply. Low revenue alone does not establish eligibility.
Article 258 lists 10% for “other activities” and 1% for income from activities on the government’s high-tech list. Deductions, minimum tax rules and classification affect the calculation. Neither percentage is a universal freelancer tax rate or a statement of total liabilities. Tax Code, Articles 254, 258 and 267.
Have the accountant record the following in writing:
Your actual activity and the classification used.
The regime you qualify for and the reason.
Which declaration they will submit and the exact due date.
The reports, payments and records required after election.
How additional services, employees or rising revenue would affect the setup.
Ask for a calculation based on a sample invoice and your expected expenses. Include any applicable fixed payments, social contributions, stamp payments or health-insurance obligations in that review. An advertised headline percentage is too narrow a basis for pricing your work.
If the election deadline has already passed, give the accountant the actual registration date and filing history immediately. Do not submit inaccurate dates or assume that closing and reopening the IE will correct the position.
A practical plan for your first 20 days
This is a recommended work schedule, not a promise about processing times. The statutory election deadline still governs.

Do not wait for the bank to finish its review before dealing with the tax election. Put the deadline in your own calendar even if a professional handles submission.
Give yourself a checkpoint several days before it expires. At that point, you should be able to see what was filed, when it was filed and who will resolve any error message.
Opening an IE account and receiving international payments
Tell the bank that you are applying as an individual entrepreneur and intend to receive business income. A personal account you already hold may have different permitted uses and documentation requirements.
Expect a separate bank review. ACBA’s business-current-account guidance, for example, says it may request additional documents and information for customer due diligence. The registry’s acceptance of your application does not complete those checks. ACBA business account requirements.
Prepare a clear explanation of your business. Useful supporting material can include contracts, a professional website or portfolio, invoices, payer information and expected transaction volumes. Ask the chosen bank for its exact list rather than treating this preparation list as universal.
Before giving the account to a client, confirm:
The beneficiary name and account number to use.
The supported currency and transfer method.
Any correspondent-bank instructions.
The required payment purpose or invoice reference.
Receiving, intermediary and conversion charges.
How to download statements that your accountant can use.

When setting payment terms, allow for the sender’s and receiver’s banking calendars. The explanation of international transfer business days helps distinguish a client initiating a payment from money becoming available to you.
Confirm which records you can obtain before making the account your main payment route: downloadable transaction statements, an account-ownership letter, and documents showing the registered beneficiary name and address where required. If you use an additional payment provider, check its document availability separately. Records issued by that provider do not automatically replace documents required from an Armenian bank.
Invoices and records to set up before your first client payment
Ask your accountant which Armenian accounting documents your transactions require and whether electronic issuance is necessary. A PDF invoice created for your client may not satisfy every local documentation requirement on its own.
As a practical starting point, your client-facing invoice should clearly identify the registered supplier, customer, service, invoice number, date, amount, currency and payment terms. Add the required tax information and approved receiving instructions after the accountant checks the format.
Keep a traceable record from agreement to payment:
The contract or accepted statement of work.
The invoice and any required local accounting document.
Evidence of delivery or acceptance where relevant.
The payment confirmation and bank statement.
Fees, conversions and any partial-payment reconciliation.
For example, if a USD 2,000 invoice produces a smaller bank credit after transfer deductions, preserve the original invoice, transfer evidence and fee information. Your accountant needs to explain the difference between the billed amount and the amount received. Do not silently alter the invoice to match the deposit.

Agree who performs the monthly reconciliation and where records will be stored. Keep access to your own files even when an accountant or registration agent maintains copies.
What registration means for residence and permission to stay
IE registration does not extend your permitted stay or issue a residence card. Armenia’s Migration and Citizenship Service lists entrepreneurial activity as a possible basis for temporary residence, with a separate application and supporting documents. Registration may form part of that evidence; approval is a separate decision. Official temporary residence requirements.
Keep separate dates for your immigration permission, business registration and tax obligations. If you are staying in Armenia, confirm your entry and residence position for your nationality. If you also take employment, check the rules for that employment separately.
Likewise, do not assume that registering an IE settles your personal tax residence or removes obligations in another country. Present your travel history, home, family and business circumstances to an adviser who can assess the countries involved. A foreign client or foreign-currency payment alone does not answer where income is taxable.
Final check before issuing your first invoice
Your registration extract is correct and accessible.
You know which tax regime applies and have the filing acknowledgment where an election was required.
You can access the necessary tax services or have documented authorization and responsibilities in place.
Your bank has accepted the account’s intended business use and supplied receiving instructions.
Your invoice format and recordkeeping process have been checked.
Your permission to stay and any residence application are being handled on their own timetable.
Keep the extract, tax acknowledgment, bank instructions and first invoice together. Those documents let you check the setup against an actual client transaction before making it your routine payment process.
Your IE may be registered. Now build the payment side of the business.
